A person or body listed in the Civil Contingencies Act (2004) who are cooperating responders and less likely to be involved in the heart of multi-agency planning work, but will be heavily involved in preparing for incidents affecting their sectors:

  • Utilities companies
  • Port authorities
  • Transport companies
  • HSE
  • Any other organisation who may be required to respond

Within national infrastructure there are critical elements where the loss or compromise of which would have a major detrimental impact on the availability or integrity of essential services, leading to severe economic or social consequences or to loss of life. These critical elements of infrastructure comprise the nation's critical national infrastructure (CPNI [online] 2008).

Local Gold is the term given for a Strategic level group formulating strategies for dealing with an incident. They will not normally be on the site, but at another location. The Local Authority's Chief Executive (where the incident has occurred) will normally chair this group, unless otherwise agreed with multi-agency partners.
