  Staffordshire Top Tier Risks Listed in Order of Likelihood x Impact

This table takes into account all of the mitigating factors (plans, regulations exercising, etc) that have been put into place to minimise the risk.  The table is subject to frequent review and where appropriate amendments, based on prevailing issues.  The top tier comprises the "Very High" and "High" risks assessed over a 5 year period.
